Issue 11: Shall Article II of the Charter of Willoughby Hills be amended to require submission of the annual budget for the City not less than sixty (60) days prior to the time fixed by general law for certifying of the budget to ensure a thorough review of such budget by the residents and taxpayers of Willoughby Hills?
Issue 11 really illustrates how irrational those people with giant vote no signs really are. This would simply require the Mayor provide the annual budget 60 days before the state requires it to be filed, rather than the 30 days currently required. This is to facilitate compromise between the Mayor and Council and to allow us residents enough time to review the budget and weigh in on it ourselves. Who doesn’t agree that designating more time for the budget process and facilitating compromise is a good thing?
